Empowering Leaders. Transforming Outcomes.

The Leadership Cohort for Human Services Directors is a bold, innovative initiative designed to strengthen leadership across Wisconsin’s human services landscape. Developed by the Blue Collar Leadership Project Team, this institute is built on the belief that strong leadership drives better outcomes—for staff, for communities, and for the individuals and families we serve.

 
Why a Leadership cohort?

Human Services Directors are at the heart of critical programs—Child Welfare, Youth Justice, Behavioral Health, Economic Support, Adult Services, and more. These leaders manage complex systems, guide dedicated teams, and are responsible for life-changing outcomes. Yet, across Wisconsin’s 72 counties, leadership styles, cultures, and results vary. That’s why we’re investing in intentional leadership development, to create consistency, elevate excellence, and support those who support others.

 
Our Vision

We believe that by focusing on the growth and development of Directors and Deputy Directors, we can:

  • Improve staff retention

  • Reduce out-of-home placements

  • Decrease hospitalizations

  • Strengthen budget management

  • Foster a culture of resilience, equity, and innovation

 
What the Institute Offers

The Leadership Institute is a cohort-based, immersive experience designed to support and challenge leaders over a 10–12 month journey.

Cohort Experience
  • 10–12 participants per cohort

  • Monthly in-person sessions (2 half-days)

    • Day 1: Afternoon session, dinner, overnight reflection

    • Day 2: Morning session, lunch, travel home

  • Centralized locations, including a kickoff retreat in Madison

Enrollment Process

We’re excited to welcome passionate, committed leaders into each cohort. Here’s how to get started:

  1. Expression of Interest: Send Diane an email to let us know you're interested in joining the next cohort. She will send you a short online form to complete. 

  2. Application Review: Our team will review your submission to ensure a balanced and diverse cohort experience.

  3. Confirmation & Welcome Packet: Selected participants will receive a welcome packet with cohort details, session dates, and preparation materials.

  4. Payment: A deposit is required at the time of application. Once the program begins, you can choose to pay the remaining balance in full or opt for a monthly payment plan, which includes a small additional fee.

  5. Kickoff Retreat: The journey begins with a powerful in-person retreat in Madison to build connections and set the tone for the year ahead.
